The Silken Cape is one of the many craftable armor pieces available in Veloren. It is a direct upgrade to the Woolen Cloak.
Location
The Silk Armorset is arguably easier to obtain than its previous upgrade, because the set requires only 2 ingredients, The first ingredient is Silk which requires to spend time slaying monsters to obtain the materials needed to craft it. The second ingredient is Amethyst which is easy to obtain from trading or caving and only a small amount is needed. By combining a total of 37 of Silk and 5 Amethyst you will be able to craft the whole set.
